May intumescent materials (without topcoat) be exposed to weather conditions for a longer period without protection?

A general statement on this is not possible. The manufacturers provide information whether systems with or without topcoat are approved. Products specially developed for protection against hydrocarbon fires can even be used in adverse climatic conditions such as offshore structures.
